Elon Musk is a genius and the plan was always in his head and he still did all the critical steps that a business plan provides. He had an idea that solved a problem and met a need that the marketplace wanted. With Paypal he and his partner were the programmers so other then having a great idea there was not much left to do but beta test it which he did.
